When to use the cloud and when to keep in house?
Building infrastructure makes sense if you know it's going to be used for the next decade.
If you are doing am MVP, then go ahead and use a cloud service where you don't have to worry about infrastructure, management, multi node, fault tolerance, availability, scalability etc.
Once your MVP is proved, then progressively move to in house managed.
You could keep external clouds for burst load, and unexpected traffic.
